Chloe Chen is a Senior Associate in Dentons Rodyk’s Litigation and Dispute Resolution Practice.

Chloe graduated with a Bachelor of Laws from Singapore Management University and is admitted as an Advocate and Solicitor of the Supreme Court of Singapore.

Her primary areas of practice consist of criminal defence and civil disputes.

Chloe is experienced in a wide range of criminal matters including offences under the Penal Code, Prevention of Corruption Act, Computer Misuse Act, Securities and Futures Act, Road Traffic Act, Protection from Harassment Act and Films Act. Having represented clients at various stages of the criminal justice system, Chloe has assisted in criminal trials, contentious sentencing hearings, criminal case resolutions before senior judges on points of law, and successful appeals in the High Court.

Accompanying her criminal defence work, Chloe’s other areas of practice include civil litigation involving contractual disputes, insolvency and bankruptcy matters and contentious divorce proceedings.
Chloe also volunteers with the Criminal Legal Aid Scheme to provide pro bono legal advice and representation.

A firm believer that everyone deserves equal access to justice, Chloe goes above and beyond for every client.

Experience

  • Criminal Representations: Secured conditional warnings for clients by making substantive representations to the Singapore Police Force and/or Attorney-General Chambers, for various cases involving charges of criminal breach of trust, wrongful confinement, outrage of modesty and sexual relations with a minor respectively.
  • Corruption charges: Acted as assisting counsel for an individual charged with corruption charges in the private sector and successfully appealed against the sentence, reducing his sentence from 14 months’ imprisonment to 12 weeks’ imprisonment.
  • Appellate Criminal Practice: Represented an ex-director charged for cheating Singapore banks into disbursing S$2 million in invoice financing loans at the General Division of the High Court. The matter involved four related Magistrates’ Appeals consisting of cross-appeals on conviction and sentence. 
  • Alleged conspiracy to cheat Singapore banks: Represented a client charged for an alleged conspiracy to cheat 3 Singapore banks into disbursing S$2.5 million in loans at a highly contentious trial in the State Courts.
  • Advice to property developers: Advised Singapore property developer under the Housing Developers (Anti-Money Laundering and Terrorism Financing) Rules.
  • Criminal investigations into offences under Securities and Futures Act: Represented a director of a Singapore Exchange listed company involved in investigations under the Securities and Futures Act.
  • Falsification of accounts: Representing various individuals facing investigations under section 477A of the Penal Code for the falsification of accounts. 
  • Successful asset recovery for a foreign bank: Successfully recovered over USD 3 million for a foreign bank which had been subjected to cross border fraudulent activities.  
  • Casino Cheating: Defending individual charges with an offence of cheating at play involving game of roulette.
  • Cheating Offences: Acted as assisting counsel for a former director of a shipbuilding company charged for cheating a financing firm of over 1.3 million in the General Division of the High Court with a Criminal Motion to introduce fresh evidence, and a Magistrates’ Appeal on conviction and sentence. 
  • Dishonest exploitation of an agent-principal relationship in the use of a document: Acted as assisting counsel and successfully argued for a fine for an individual charged under section 6(c) of the Prevention of Corruption Act for submitting false quotations.
  • Internal Investigations: Assisted an MNC with cross-border internal investigations pertaining to employee misconduct.
  • Sexual Assault charges: Acted as assisting counsel for an individual charged with sexual assault by penetration of a victim under 14 years old and successfully appealed against the sentence on the grounds of prospective overruling reducing his sentence from 6 years’ to 3.5 years’ imprisonment (ABC v PP [2022] SGHC 244).
  • Intentionally causing harassment/ alarm: Acted as assisting counsel for a young offender in connection to charges for threatening to cause his ex-girlfriend alarm and succeeded in obtaining an Mandatory Treatment Order (Reported in Channel News Asia on 17 August 2022).
  • Serious Road Traffic offences: Acted as assisting and lead counsel on a range of moderate to serious road traffic offences involving negligent driving/ dangerous driving causing hurt/ grievous hurt.
  • Outrage of Modesty charges: Acted as assisting counsel for an offender charged with outrage of modesty of his daughter at trial in the State Courts.
  • Sexual Offences: Acted as assisting counsel for an offender facing incest charges (Reported in Channel News Asia on 7 December 2022).
  • Damages under the Tort of Battery: Represented and acted as assisting counsel for the Claimant in a claim for damages arising from the tort of battery (sexual assault) in the District Court.
  • Landlord Tenancy & Employment disputes: Represented and acted as assisting counsel for the Defendant to negotiate a settlement for a landlord tenancy dispute and for an employee in an employment dispute involving source codes.
